Why do old people use the excuse "I'm on a fixed income?"

Old people seem to love to try to get out of paying for things by using the excuse "I'm on a fixed income." But, in a way, aren't we all?
"Sonny, can you mow my yard for $5, you know I'm on a fixed income?"
"Sorry, we can't leave a tip, we're on a fixed income."
What does "fixed income" mean, or is it just a convenient excuse?
