This I get, but SWIM says generic 10mg hydrocodone is going for $5 or more apiece on the dark web. I mean $500 for a bottle of pills. Surely China would want in on that action if they’re already flooding us with fentanyl.

This is going to sound mean, but I love it when people think they know about a complex issue, such as Chinese fentanyl, and form a concrete opinion around it, only to be wrong on almost every fact they know.

I suspect that this is a big part of the answer. It's like Coca-Cola selling the syrup instead of the final product. Why go through the trouble, effort and cost of shipping all that water when you can just send the syrup and let the retailer add water? It's easier to get a shoebox full of fentanyl into the U.S. and cut it down later into a shipping container full of pills than it is to get a shipping container full of pills into the U.S.

Fentanyl = opioid concentrate

It isn't fentanyl tainted with other stuff that is the problem. It is other stuff tainted with fentanyl. Imagine buying 25 hydrocodone pills. Imagine you take five of them and everything is great. Now, imagine you take the sixth pill and it kills you.
China has a large market for counterfeit pills in the US. They look very similar to the real deal. They cannot continue to sell those fake pills on the black market if they don't get people high. They can cheaply produce fentanyl and cheaply press it into the form of legitimate pain pills, thousands at a time. However, the presses and the people running them are not very good. From the same batch, one pill can have little-to-no fentanyl in it while another can have 10 times the lethal dose.
The Chinese plants and labs can manufacture many more pills using fentanyl than the opioids that are actually used in the legitimate pills and sell them at the same street value.
