Why didn't the Romans develop a steam engine?

Could have crushed Germania, gutted the annoying Parthians, moved on to Arabia and discovered petroleum refining.

They did. Very rudimentary versions. But they were there.

Someone has been playing too much total war lately.

Man can you imagine what kind of fricked up space empire we would have if library of Alexandria didn't burn down and the Romans created an engine before the empire went belly up. My god it'd be like star wars with the Roman Empire (I guess that's redundant since George Lucas stole everything).

Same reason the south didn't industrialize like the north. Reliance on slave labor and a landed aristocracy who pushed small yomen farmers off the land and into the streets of Rome

They had to build aquaducts to get water into the city. It would be irresponsible to just boil it off as steam.
