Why aren't ketchup packets the same size as mayo packets or larger?

Every time I have to open 4 damn ketchup packets for my kids I sit there wondering who decided what amount to put in these packets and why it hasn't changed over time.
Sure you have these places like whataburger and chickfila who have made it a little easier, but many places still use the little small ones

Those likely cost more to produce, which means more expense for the food joint who gives them away for free
Using a larger "packet" wouldn't really cost much more at all, yet makes total sense.
