Why are urinals installed so high up?

I've been noticing lately that more and more urinals seem to sit anywhere from 3-4 feet off the ground. The reason why I have noticed this is that I find myself unable to direct my piss stream downward, as it is naturally designed to do.
This makes no sense from a design standpoint.
If most American men stand about 5'10", wear a pants length approximately 32 inches, and on average have a 6-inch penis, then it stands to reason that the bottom portion of the urinal hang, at minimum, only 28-30 inches from the ground.
Also, I took into account and calculated the trajectory angle of piss. Based off of some general estimations, I'd say that the average stream of urine exits the urethra at about a 10-15 degree angle (we will refer to this as the urinary launch point).
That's why pissing in a toilet stall always is preferential. There is no concern about having to direct or elevate your manhood in order to ensure that the urine reaches its desired destination. You can just let it hang and do your business.

Big pharmaceutical companies are behind this. They want you to dip your tip in the urinal on accident and catch an STD so you have to use their products.
