Why are universities considered untouchable? Why can't they be shut down?

Our legislators have finally had enough. If this actually happens, it is a hell of a step.
I hear Louisiana could use some of this....

The Higher Education Subcommittee's plan would shut down the university on July 1, 2015 for fiscal year 2015-2016 and reopen in 2017. That plan would suspend all athletics programs, fire President Thomas Elzey, dismiss faculty and state employees, terminate the Board of Trustees.
During that year of closure, a Blue Ribbon Committee would look at the school's finances, rehire necessary staff, reconstitute the athletics programs, and set curriculum before reopening the doors.
The state would also foot the bill for the university's debts and loans.
Meanwhile, South Carolina State students would be relocated to schools around the state and their college would be paid for as long as a student maintains a 2.5 GA.
Tuesday's vote is just step one of what could be another protracted battle to keep the university afloat. The proviso still must be voted on by the full House Ways and Means Committee, the full House of Representatives, and the Senate before going to Gov. Nikki Haley's desk.
Haley's press secretary, Chaney Adams, said the governor understands the frustrations of the subcommittee. "SC State's leadership has been unable to provide straight answers on the condition of the schools finances for months, something she finds totally unacceptable,” Adams said.

They've actually requested a loan to pay off a previous loan that the state gave them earlier. That is how bad it is for that university.

La could use alot of this. It's insane how many 4 year colleges we have compared to population. Just fcking stupid.
It's like political suicide for politicians to try and do anything about it.
And no, it's not just HBC either, but Southern University N.O. is a damn fine joke of a school that should have never been rebuilt or reopened after Katrina.

Sadly this is correct. Many HBCU's have some of the worst graduation rates in the nation and are huge taxpayer money pits that provide a poor return on investment for their graduates. This isn't the 1960's. The larger public institutions in the state will gladly accept students of all skin colors so long as they can meet the (relatively minimal) academic requirements

Hmm, Southern in BR had an 8% graduation rate, and SUNO has a 4% graduation rate. Both are some of the worst in the country

1. They are job factories. Think about how many ppl that GSU or SU or SC-State employs.
2. Feelings, nobody wants their school or alma mater shut down
3. They have a big economic impact in their communities
4. Racism
BTW I think La needs to close atleast 3 universities.

Jackson State actually holds its own. Delta State is struggling, but would boost from shutdown of Valley.

For SUNO, the number is like 25 per year and BR is like 125/yr.
So out of avg 2250 people per grade level, 150 graduate each year. Quality education right there, and money well spent.
(I did all of these calculations on my phone while eating dinner, so feel free to correct them if they are wrong)
Eta: further calculations conclude that lsu graduates 590 blacks/yr out of 854 in each grade
