They were half staff at least one day between the 3/11 end for Reagan and 3/22 begin for Brussels, because someone asked me which led me to the site linked above. I want to say it was 3/15 or 3/16 and I couldn't find an explanation.
Respectfully as possible, I think both the frequency and duration of half staff orders should be more stringent.

With all the shite going on constantly (terrorism, police murders, etc.), I'd be surprised if some places just keep them half mast all the time.
