Who'll be investigated for using a public university for a private funeral?

How does one go about arranging a funeral at public university using taxpayer funded resources for a private funeral? If any of you passed away and wanted to have your funeral in Tiger Stadium, who would authorize that? OT Lawyers, please chime in.

I'm hearing $1500 was the cost to rent it. Although, I don't know who is covering the cost for police that will be there. My understanding is they will have people coming from outside agencies to assist with traffic much like a Southern Football game
