There is a difference when you can't see the perp. Cops will be scrutinized no matter how they respond. But to engage a person who is not currently a threat to someone's life, with no back up, is asking for a tragic ending.
The cop has to live with his/her decisions. Hey at least they make about $40-$45k a year to do it. It's amazing anyone wants to do it.

They did mass protest, though.
