Just from what I noticed being stationed up there for a few years, I would say West Virginia. Good luck to you if you're an outsider in certain parts of that state.

Yeah Chicago pretty much invented the good ol boy network.

I think that Daley father and son put in a combined 50 years as mayor or something insane

It is very pronounced in every state and municipality that I've worked in, in the political sphere. Without exception.
