This Tuesday always represents the closest Tuesday unless it's the current day, which would then become today and this tuesday would be 7 days away.

I think the cutoff is the weekend.
Today, a Thursday, I would say next Tuesday. That's next week.
Once Saturday rolls around, it'll be this Tuesday.

Obviously this Tuesday. Next Tuesday would refer to two Tuesdays from now unless you were in fact having the discussion on a Tuesday. In that case, next Tues would be approriate. This Tues is a shortened way of saying "this coming Tuesday".
Edit: The condesending "obviously" is directed at whomever you are arguing with. I felt you were the one with the correct interpretation because you are posting on the OT after all...

This Tuesday refers the upcoming Tuesday. Next is obviously the one after that.
If today is Tuesday, next Tuesday refers to 7 days from the current date.

I always hear people say thing's like "not this Tuesday, but the next one", "next" meaning the Tuesday after the upcoming Tuesday.
I thought this was universally understood here in 'Merica
