Well that's hopeless for reasons that are all too evident.
BUt so what? Other than public education Baton Rouge is running on all cylinders right now. They're even cleaning that mess at CATS up.
St. George secessionists want to throw the baby out with the bath water. If they pull out then BR in general will be much more likely to turn into a shite hole overall. St. George is too intertwined with BR proper to not be greatly affected by that.
When you get to close to a black hole you get pulled in.
They just need to nut up like everybody else in major urban areas and send their kids to private school or pack their shite and move to Ascension or Livingston and put up with those infrastructure headaches.
ETA: I'd be fine with a breakaway school district. Sounds like a good idea to me.

I plan on going further and leaving LA in a few years. I'd like to see St G happen though whether it works or not, just because of how shitty BR has gotten with its welfare society and sub humans abusing the system....frick it all.
