There has been a DUI as long as I remember, but unless you were driving poorly or underage, they didn't do much. Then MADD came along in 1980. It all changed after that.

My grandfather told me that back in the day when he was a kid, they would go to the bar in town and un-cinch the buckles on the saddles of the horses in front of the bar. When the really drunk people got on the horses and start to ride off, they would basically tip over and fall off the horse. Not a lot to do in a small town I guess.

Yep. It's prolly been illegal since the 20's or 30's, but wasn't heavily enforced until the 80's or so. The NHTSA didn't start tracking drunk driving fatalities until 1982. The NHTSA claims that (under 21) drunk driving deaths have decreased 83% since 1982. So progress has been made and is proof that stricter law enforcement activity works. (Contrary to what dem politicians will say).

But that's only for young people. Under 21 deaths only account for 9% of all DUI fatalities.

Can you get a DUI on a horse or other animal? Seems like a great way to get home drunk from the bar, especially if your animal knows the way home.

It is mostly a farce considering how many places exist where ever patron waking out the door is obviously over the limit.
