Recently in a town I am familiar with, a black guy was shot and killed by another black guy, due to some altercation that had happened a day or two prior. The police chief: black. Assistant police chief: black. So the media comes in and the only photo shown on TV is of a white officer who was not involved in any way.
So a group of about 30, apparently friends of the deceased march and protest wanting justice for so and so. Every bit of this involves black on black. And I don't think they have any evidence that the black guy accused in the shooting actually did the shooting.

The area would reach an equilibrium eventually. A lot of bloodshed and property loss in the meantime. Depending on the size of the city determines whether a single warlord or districts of several warlords in alliances with others. Think Somalia and some other "tribal" areas of Africa, and the Middle East, India.
The "laws" of these tribal areas would differ greatly from what we recognize as "civilization" of course. In some ways better, others, not so much. Guaranteed there would be a lot fewer of these "laws" and they'd be simple and easy to understand. No need for attorneys and jails.
ETA: The police do not really do "policing" any longer. They play on computers and stumble across crime while playing, they run speed traps/sticker/insurance/DUI checkpoints and nab a few warrant suspects, they write reports for insurance to reimburse for property crimes. The cop shows and mysteries you see on TV they do not do. Investigation amounts to a cushy job sitting around eating donuts and pushing papers around. Want something solved? Do NOT expect it from a cop.

There are many people in the demographic that makes up the bad area who would tell you the only reason they're arrested is because the police are out to get them specifically. This hypothetical would settle that debate.

Can you imagine the outcry if civil services were proportionately dispersed to areas based on the tax revenue generated? Where do I sign up for that?

Ehhh probably something like what happened in Japan years ago. Shogunate would form from powerful gangs and the poor would start having to hire Samurai to protect them.

You would have a lot of people on this board realize that they aren't actually "middle class" anymore when their cookie cutter suburbia only gets marginally better services that the hood.

If you take the cops out of the bad areas, it would just put more miles on their cruisers. Clearly crime is not a function of the number of police in an area.
The cops would still have to leave their lilly white area station and travel across town to Jungle hood to arrest some one and outline the dead in chalk.

You can't just lump every officer in every jurisdiction together like this.
I'm really curious what people consider to be "policing" an area.

The slums of Rio are like that. They are run by armed drug gangs. The people pay protection money and the gangs are the police, courts, judge, jury, and executioner.
In the 9th district of Paris, the police have to call the mullahs to get permission to patrol or make arrests.

There are many small towns where there is little to no police presence and those places do fine.

Hopefully, once we have self driving cars, cops won't waste most of their time on moving violations and can actually fight real crime.

They commit crimes in neighboring good areas and hide in the bad areas. They go to where the money is at, so middle class areas would be in danger. It would basically be a safe haven for criminals.
