File a complaint with the DA of your local jurisdiction. The DA in Jefferson Parish has a separate bad check division. If that doesn't go anywhere, you could 1. Sue Him, 2. File to place a lien on his house.

In Louisiana to successfully prosecute a Bad Check, you'll additionally need some more information to corroborate that it was the exact individual who actually wrote the bad check.
Normally, this is a Driver's License # and Date of Birth from that government-issued document. Some DA's will not prosecute Bad Checks without this information.
I would think their take is that merely a signature on a check (to them) does not constitute a strong enough legal case to proceed without the DL# & DOB information. A person could have stolen someone else's checks and forged the signature on it.

And that's why you've been inside the EBRPP numerous times. However, I partially agree with you in regards to dealing with the legal system. The legal system in BR is a joke. I wouldn't put any faith in it, especially in a small claims court situation.

You have to deposit the check into your account. It has to bounce and you receive the certified copy of that check to prove the funds not available.

After you receive the return receipt back, contact the DA's office and turn all documentation over to them.

First I would go to his house and try to talk with the guy. In that meeting I would let him know that you are filing a lien on his house and will waive it upon full payment plus filing fees. I would also let him know that if the issue hadn't been resolved in a certain time table (say 30 days) that you will take it to the DA's office and have him arrested on writing a bad check. If he isn't home I would leave a note then send a certified letter saying the same thing.
There is no need to be an arse to the guy but you need to make it abundantly clear that you are going to screw him over in whatever manner required to get paid.

4. Let the *sshole avoid the police.
5. Put a lien on house.
He will never be able to sell the house or refinance it with a lien against it.
His credit will be crappy because of his legal troubles.
He will say he is unhappy with the work and refuses to pay for it. Hope you had a witness as to how happy he was.
