What should the punishment be? Bitch places toddler in hot water and walks away

If you were in a position to determine her punishment, what would it be?
She also admitted to hitting the 22-month old child with a belt because she was throwing food. This caused the child to bleed and bruise.
I'll go out on a fricking limb here and guess this dumb frickin bitch voted for Obama.

Why can't we have public beatings? Shame and blame need to be brought back.

well the hot water thing seemed to be an accident, which I guess could happen, but you still don't put a toddler in water then walk away
and the belt thing is a bit disturbing
but none of the stuff is as bad as the title implies
I wouldn't want her as my nanny, and she should probably be charged for some time of child neglect, but I'm not going to go all extreme on this

Unfortunately, I have to deal with a case like this from time to time. Take the kids away from her, and put her in jail for 5 - 8 years (sentence depending upon charge, and hopefully that no one died as a result of her behavior). At some point, her babymaker needs to be snipped.

I'm confused about where the mother was in this story...it said this woman (Shaw) had been caring for the child for the last month, and after the bathtub burn incident, told the mom about it but decided to try and tend to the burns herself. Then after 4 days Shaw finally took the kid to the hospital.
Is the mother in jail herself or something? Why wouldn't the parent seek treatment for the child?
