They have a similar program. But Tops was originally they Taylor Plan. Pat Taylor funded it with his own money. The state adopted it later. It became TOPS when they removed means testing.

South Carolina has one called LIFE but they weren't stupid enough to have the requirements as low as Louisiana.

Bright Futures (Florida) also requires service hours to qualify. They cut the percentages given to qualifying students a few years ago.
TOPS' downfall will be the ease of its requirements. They shouldn't be handing out free education, but it is Louisiana after all.
