OP you might have to select "more links" and use the "BBCode (Forums)" link. I was actually having this issue as well.

Well its threaded and you can see where they can use a huge open end wrench to tighten it down. I assume the teeth are to help it lock in at the end.

Maybe something to do with the railroads?

At first I was thinking that but the shape makes me think not. And the lever looks more like an open/close lever instead of a pump lever.

If you are just selling the house id probably remove it though.
