In other words, the location that would most difficult for an average person to access?

I vote the Presidential situation bunker, wherever it is.

I’ve been to norad in Cheyenne mountain. You take a bus a half a mile into a mountain that’s behind a giant steel door with armed guards.

Fort Knox - You can get within few 100 yards of it, but inside would be immpossible.

NORAD - Similar to above, you can see it. Hard to get inside.

Situation room is under Whitehouse, so it aligns with first two.

Overwhelming forces could get into those 3, because they are a known location.

I would say the most secure, is the one you cannot see. It would be something similar to Area 51, although we know where that one is. Area 51 is not unique and the US has facilities that are hidden to this day.
