What is the best way to come up with a list of companies in a particular city?

If someone is looking to come up with a list of businesses/companies in a particular city or region from which they can identify potential target companies for acquisition/buying out/investing in, what is the best way to come up with that initial list of companies? Chamber of Commerce? BBB?

ReferenceUSA is an online database that you can access through most major public libraries' websites if you have a library card (trashy, I know). You can search based on criteria such as geography, employee size, revenue, SIC code, etc. They only allow you to download 25 records at a time, but it is not hard to build up a useful excel list with the companies and data you want after you get the hang of the site.
Biggest drawbacks of RefUSA are that some of the data is out of date by a few years (like emp size or contact person) and they just estimate the earnings for some based on emp size and industry.
There are other options that you can find fairly easily using Google. Also, depending on the industry you might be able to find specific databases just for them.

Thanks. I found out that I have access to Onesource, Factset, Reference USA and ThomsonOne through my school. Are one of these databases better than the others for what I am trying to do?
