What if Harvey had come to New Orleans?

The August 5th floods in New Orleans resulted from 10 inches of rain over 3 hours. It was a wake-up call to NOLA citizens that the local officials cannot be trusted to notify them of drainage and pumping shortfalls.

Imagine if that had never happened, and a significant number of pumps were still not operating. What if Harvey had come to New Orleans instead and dropped 40-50 inches of rain there?

Even with all pumps working, it would be unbelievably devastating.
