Apparently, there’s scuttlebutt that homeland security investigators had this cop do the traffic stop and the feds did not advise him fully how dangerous he is and that he was a wanted fugitive and let him do the stop alone.
The cop you see tending to injured cop was a federal agent.

What was the correct way for him to handle the situation? Was he too casual with the driver after seeing a gun in the vehicle?

That was hard to watch.
I would guess had he been treating the guy as a violent drug trafficker he probably wouldn’t have had him exit the vehicle with the weapon.
An alternative would be having him place it somewhere, and while on high alert have him exit the vehicle without it.
He should have been alerted to the danger in the stop to ensure it was treated with that seriousness, but probably should have been a little less casual regardless.
It’s a shame and certainly not blaming him either though.

A similar thing happened in Georgia back in the 90s and to this day they still use that dashcam footage for training. Controlling the driver by the proper approach and positioning is critical.
Because it increases the possibility of get hit by cars during highway stops. Many highways agencies have moved to passenger side approach. Most of the time you have a chance in a gunfight (especially with some body armor), you have no defense against another vehicle. This thug would have shot the officer if he was on the driver side too.
