Likely not. The LA legislature is typically frightened to buck the governor in any way at all.

True, but this is his last year and other than a narrow special session, there's no mechanism by which he could frick with them (he'll have already used his line item vetos for this session by then)

That’s not how it works. There were basically enough votes that if it was vetoed that if it went to override and everyone voted the exact same way then it would be overridden.
The problem is that during the override deals are made and everyone doesn’t blue the same way.
