Yeah the numbers are pretty high.
It's not surprising that it's so high when you think about it. Most guys don't like to use condoms and from what I hear black men less so.
Then when you factor in the high unintended pregnancy rate among blacks you figure these men aren't pulling out for a reason.

The hips thing makes sense. Ive noticed a correlation between wide hips and looseness with a few exceptions (see asians). The loosest I've ever had was an Arab woman and the tightest was an Italian girl I saw while studying abroad. The vietnamese girls Ive had were surprisingly not tight even though they were small but always bottomed out on them. You could only do certain positions.

Wide hips are beneficial for birthing babies with big heads. White babies on average have bigger heads and wider hips are more common in Hispanic and white women.

Best predictor I would say is hip width on any woman. Wide hips = wider opening.
Race wise since through during more research scientist and gynecologist are clear its black women then I see no reason to doubt it.
If they say black women have smaller ones, i figure people who study and see and go inside nearly 1000 pussies every year would know more than any one guys experience on here.

Well we arent a good judge. During arousal the vag will loosen up. So that varies from female to the time. You might think one girl had a looser vag but reality is you were just fricking her good. Or she was just enjoying it more in that particular instance.
