If a private company is "booting" your vehicle then that's a crime (criminal mischief). They are not authorized under law (as a municipality is) to do such a thing. City of N.O. would have to be involved in such a matter, not Redflex or American Traffic Solutions.

If you get one in New Orleans I can guarantee you it isn't "optional." All of the NO tickets are verified by an officer and is the same as if you'd been pulled over and ticketed.

I think you said in another post, this was in Lafayette.
You don't have to pay it. When you get the letter from the attorney's office that is in Ohio, just send them a letter asking to validate the debt (there are samples online). They will send you the same ticket, except a photocopy of it. Debt validation proves that you owe the dept, via SS# and signature agreeing to pay said debt. Obviously, they don't have it. After the second notice that I receive, I sent a cease and desist letter saying leave me alone or file a judgement. I have heard nothing from them. 1st one was 4 years ago, last one was a little over a year ago.
ETA: I can't speak for other cities, but if they are ran by private companies, like the one in Lafayette, it would be safe to assume the same.

They do that too in Laffy. But it's just a ruse to get compliance with the scam. The "officer" is either a retired or someone on the force but working on behalf of one of these companies. Yeah he looks at it and "verifies" but he is not doing in on the part of the municipalities police force. It's a 'second job' for those guys and they're compensated by the company.

This is a post by Will Cover that I bookmarked in a previous traffic camera thread

1. Real tickets will instruct you to contact the court to resolve matter in question while fake tickets (ATS and RedFlex) may tell you not to contact the court. Fake tickets are sent via regular US Postal Mail service, but appear to be "official," which they are not. Criminal citations are sent by registered or certified mail.
2. In Louisiana, RLC and speed camera citations are NOT a criminal offense. They are treated as CIVIL matter, partly because the OWNER of the vehicle is issued the citation (doesn't matter who is driving) and if contested, you won't be awarded the opportunity to go before a judge. Instead, you will have a hearing with an Administrative Adjudication officer (city appointed).
3. CIVIL offenses are NOT reported to the Louisiana DMV or your insurance company.
4. In Baton Rouge, city officials will NOT turn over your Social Security Number to a private company (ATS and RedFlex).
5. If unpaid fine goes on your credit report, simply dispute online with Equifax, Experian and TransUnion. Ask them to investigate and validate the debt owed. ATS and RedFlex must provide proof that you entered into an agreement for goods or services or signed promissory note.
6. If threatened with a collection notice or a harassing phone call, do the math. ATS and RedFlex send out thousands upon thousands citations each and every day. This is profitable for them to do, because many people are scared into thinking they have to pay (the media plays a large part in this) and because it's the "right thing to do." But think about the numbers ...

My brother has gotten a few red light tickets in New Orleans. I know this because my address is still on his DL and they are sent to my house. He did not pay them. He got his car booted 2 weeks ago in New Orleans. So I know for a fact, that they will boot your car for unpaid red light tickets.

Not true, an officer looks at the video but it is not the same as being pulled over. If that were true you would be given a court date in traffic court, which does not happen.
No reporting to the state or your insurance company.

I can introduce you to my neighbor. Her car got booted for two right turn on red tickets. She had to call a number, give them her CC info, enter the code into the boot, and take the boot back to the impound lot.

A few years ago I got fed up with this crap and decided to use the option to "challenge in court" on the red light ticket I received for not coming to a complete stop on red (it was also in Lafayette).
I went to an adjudication hearing 6 months later. I researched everything I could possibly think of and had a lawyer friend look everything over. The following are facts I learned along the way although the Will Cover post was pretty spot on.I won the ruling if that matters to the OP
1. It will not in any way affect your credit
2. An officer does not review the tape. An employee for Redflex sitting in a cubicle in Arizona does (this is the case for Lafayette not certain of other cities)
3. If you simply throw the ticket away it isn't (at the time of my ticket) possible to verify you received it
4. It is not a criminal offense
5. Civil Offenses aren't submitted to DMV or insurance agencies
6. There were three loop holes specifically given that would warrant the ticket void. One of them is if you are yielding to a police or emergency vehicle
