not sure of the bill, but that means there is a clog in one of the common lines under the house or in the line to the street. shouldn't be all that big a deal if there are cleanout plugs around the house for access.

It's an elevated house in the city limits. Not sure where cleanout plugs are...

look in the front of your house(flower bed,)towards where your water meter/shutoff is

do not be alarmed by the large amount of condoms and sanitary arse wipes that are probably the culprit

You have to go outside, find your home's sewage pipe and roto-rooter it...you have a BIG backup.

Don't run the dishwasher. Don't run the washing machine.

It's not your toilet.

It's hard to say without being there but it's possible that your connection at the street is blocked or just past your connection is blocked. Which could mean that what's backing up into your tub isn't "yours". Could be your neighbors sewage as well.

First make sure your check valve to the city system in not clogged. Happened to me once. The rubber gasket expanded preventing it from working.
Is that the only place it is doing that? Does the toilet flush normal or the swirl different?
Also, if the vent pipe on the roof is clogged, your toilet will not flush normal.
