I would avoid TJ, they're having issues with a new cartel down there. If you absolutely must go to party and whatnot don't get sloppy drunk. And watch out if you go to Adelitas bar, better to window shop there then hit one of the massage places.
Like some have already said Rosarito would be better, should be packed for spring break at places like Papas and Beer.
Ensenada is the best place if you just want to visit Mexico.
