Tough competition for that title, but this one has it all.
The Texas Law Hawk's commercials are pretty bad but at least funny.

IMO if you were to include any of his music videos for consideration it would win (the worst) hands-down. But they aren't commercials just some oddball guy trying to sing or rap.
