2. Smokers who flick butts out the car window.
Once sat outside a restaurant in Madisonville waiting for a table. Guy parks across the street, lights up, walks across, makes phone call, puffs a few, and throws butt on curb. a-hole.

Your described scenario, except replace cigarettes with lottery tickets and add in a few money orders to pay bills. I always seem to get stuck behind one of those.
