That is the tax code. Which is about 1/10th the size of the regulations. Then there are rulings and procudures, publications and instructions which in total are probably more than the regs. Then there is case law which is even larger still.
To capture all of it, try war and peace x1000.

I work in the tax department for a decent sized city, we have 14 employees.

I'm sure all of them file their taxes correctly, and use professionals. Some of these tax returns are crazy complicated, especially once you start getting involved with the specialty taxes.
