Some states allow online purchases or purchases through an app but you still have to purchase through the state lottery app, which means you'll still be counted within that state even if your VPN says you're in Denver.

Or maybe it works like the sports gambling apps where it won't let you purchase after crossing into another state.

Not done by Powerball. Louisiana has more Powerball winners than California.

With Mega Millions it is definitely happening, though. New York and California have combined to win 77 jackpots. 19 states have never had a winner and 27 states (including the 19 with zero) have never had more than one winner.
