Yep. The only way to fight them is if everyone who saw through their scam started feigning interest and wasting as much of their time as possible. Eventually it would become unprofitable.

Actually the government has shut down this scam a few times but it pops up somewhere else. It is very high on their priority list based on the research I did on this about a year ago. Very hard to track down.

I have actually talked to the FTC about this. These are offshore companies who spoof their phone numbers. They are next to impossible to catch but they are shut down. Then they reopen the following day with a new name. The FTC is offering prize money to anyone who can figure out how to stop robocalls. So far it hasn't happened. The best idea so far is a program that answers the phone, figures out if it's a real person and then routes that person through. If a real person doesn't answer, call gets dumped.
This is the biggest problem the FTC has right now and they are working to fix it. They just haven't been able to.

Maybe they need to bring the military in and hit the call center with a Daisy Cutter.

Now that I think about it about a year ago I did get a call from a guy from the US Treasury offering a $5,400 grant...with an African accent.
I just hung up.
