The area slated for expansion is in prime tortoise habitat, and the number of breeding adults has dropped by about 50 percent over the last decade, according to a recent survey by federal biologists.

I bet those tree hugging biologist inflated the numbers in the last survey or deflated numbers in the current survey to show a dramatic decrease in numbers today, thus requiring additional money for "studies" and habitat...

Would it cost less for the United States Government to find another place for the USMC to train and not interfere with tortoises?

This is a serious question.

Just goes to show why we need a businessman running the government.

Two oil field baws with a F250, a cattle trailer, and a 12 pk of Natural Light could have easily pulled this off just for shits and grins.

Gov't profits.

I spent a lot of time at 29 Palms training in this desert. One tortoise could shut down an entire exercise with thousands of Marines involved. It was nuts. We used to report them when we saw them, which wasn't often, but after the chaos it caused we just acted like we never saw one. One thing they always told us was to never to pick it up because it would get scared and pee then die of dehydration. Never found out if that was true or not.
