Stepkids see stepmom topless, state thinks she's a sex offender

Stepkids walk in to garage and see stepmom flopping around.
Kids I guess tell real mom, who calls CPS, investigation is held, stepmom is charged with three counts of misdemeanor lewdness involving a child. I guess in Utah, this charge, if convicted, could require her to register as a sex offender for 10 years.
I'm sure seeing mom or stepmom's boobies can be traumatic to a kid once the kid is past breast-feeding age. But my goodness, the nanny state has gone wild. How in the hell does anyone think this is an appropriate charge?

Yeah...so you take your shirt off to prevent it from getting dusty and instead get your bare chest dusty. That doesn’t add up there’s more to this.

I gotta be honest here. It's dumb that she should have to register as a sex offender, but I have to question the decision to go topless while working in the garage. Something isn't adding up there.
