I don't know how dumb the drivers really are, but the reason there are so many signs is because most instances of a driver ending up on the wrong side of the street occur when they turn left from a side street onto a divided roadway, and for whatever reason do not realize it is a divided road and tur into the nearest lane going the wrong way. To reduce the odds of this happening, the wrong way signs are placed to the left of every side street that enters the divided street.

it was a big change from what was once there and they have to make everyone aware until they get used to it. The signs will come down years later.

Looks pretty tacky, but I'm sure it's some new regulation that required the signs.
