I’m sure like the good government they are, that money will be given to taxpers or at minimum used on projects to benefit the taxpayer.

Who complains about government surpluses? I don't recall ever seeing that one. Government shortfalls due to overspending are the problem.

Their incompetence has their state with a 1.8 billion dollar slush fund, not a 1.8 billion dollar deficit.

It's a red state (I haven't lived there in 20 years) the same way Louisiana is conservative, but does the Louisiana thing. It's always about talking about the "little guy" which is meaningless. Greenville shut down public facilities after 9/11. The nuke plant is one thing, but to shut down public libraries which get 200 visitors a week? lol.

I forget, which state got Biden the nomination again in 2019?

While 1.8B extra is certainly better than being 1.8B short, this is still a significant problem.;

They have no idea from where this came, how long it's been building up, etc.

By any chance, I wonder if this doesn't in some way related to unclaimed property. Maybe there's a second account that unclaimed proeprty was being put in, and the records are so bad that no one realized it?

I heard on SC NPR about a month back that they had determined it was a math error and there wasn't actually a pile of cash lying about. I think someone resigned over it. Its doubtful anyone ever gets a penny of it except for the well connected. The state did, if memory serves, send almost all taxpayers a stimulus check a couple of years ago.
