When I think revitalizing downtown and spurring economic development, I don't think of a $4.3 million aquarium.

It has been awhile since I have been in Shreveport but did they ever complete the extension of I-49 to the Arkansas Border?

Nope. Still have to drive through downtown Shreveport.

I'm sure that a very nice aquarium can be built for $4.3 million in a pre-existing building.
