He was in his car, writing some one a ticket and a car pulled behind him, Shithead got out, walked up and shot him in the head.

I heard about this. Suspect was described as a black male. I heard the story on the radio and it smells of an unprovoked act of violence.

No...another car arrived at the scene. The shooter was not the one that the ticket was being written for. This sounds like it's along the lines as the Dallas and BR shootings.
