I see these dudes every Sunday. Passed by at my normal time couple days ago and he wasn't there but I spotted him approaching the spot from under the interstate. I guess daylight savings time got em.

Well, my wife, who is a critical care nurse at OLOL, told me there are group homes in the area.
And I work on Siegen. There's more going on than just people who are trying to con "dogooders". There are multiple people around that you can tell are mentally ill. When you're darting in and out of interstate off-ramp traffic, or rolling around in a wheelchair dirty and talking to yourself, there's stuff going on. There are scam artists, but they're not the majority.

I will never forget a guy on the side of the road with a "need food, please help" cardboard sign. It was on North 22nd street and I had some MRE's in my truck. I rolled down the window and gave him 3. He politely threw them back in the back of my truck and said, "F*** U!"

Not sure what halfway house you are taking about. People beg there because Seigen is slammed with cars 8-9 hours of the day. You can't even get across it at lunch time. That's why you see the guys driving to that location like above, it's where the money is at.
I'm sure some also hang out at that intersection because the two shitty hotels (motel 6 and the other one) are cheap as hell and a hotbed for drugs.

Similar situation happened to me on 3rd Street. Outside of Schmitz and Giggles a homeless guy asked for money for food. I told him I had no cash and I offered to buy him pizza (using my credit card). He refused the pizza. I guess he wasn't that hungry.
Another time in ATL a bum asked for money for food. I made the same offer as above. He accepted the pizza I bought him and was very appreciative of my gesture. Some people are truly in need.
