Eisenhower. Very underrated because he was president during a time of prosperity. Under his presidency, he was responsible for the creation of NASA and Interstate Highway System, ending the Korean War, making Alaska and Hawaii states, and ending racial segregation.

A friend of mine is a high school teacher. Dude leans pretty hard left on most issues. Says he likes to have this discussion with his classes once each year. He argues that Reagan was the most effective based upon his ability to communicate and to lead.
