Hypothetical: Bomb blows up vet's house. Tipster says, "hey, I know ol' Doug likes to mess around with explosives." Cops find illegal shite at Doug's house, but nothing to tie him to the bombing

I had a cousin like that. He liked to blow up stumps and shite. He was a Vietnam vet, and a little off. Somebody dropped a dime on him, and he did about 18 months in a minimum security Federal prison camp. Turned out to be the best thing for him. He got help for his PTSD, and they hooked him up with some VA disability benefits. His quality of life improved quite a bit after getting out.
