Has to be, it is the only beach with High Rise hotels and crowds that big. There are better beaches south of there, specifically SandBridge(my favorite) and False Cape State Park, but VA is the most accessible.

The other beaches in Hampton Roads, *Hampton(bay), Newport News(Harbor/River) and Norfolk(bay/harbor/river) are terrible.

*Town where I lived for 6 years-ish.
