People who work and FEMA

Why is it that the people who work and pay taxes can't get FEMA assistance. They will offer a small business loan to people who make x amount. But people who don't work, don't pay taxes and don't contribute to society will get thousands of dollars.
Not talking about people who can't work or the elderly.
I know from experience in the March flood I was offered $300 in food stamps and a small business loan because I work. Guy down the road got $16,000 and $500 food stamps for 2 months because he is unemployed. The fema reps came to my house first question they asked.. Are you employed?

I know restaurant servers that got $15k+ after Katrina

While on on this rant it's the same way with health care. I work and have insurance that cost me about 2400 a year not counting what my employer contributes. I go to the doctor last month pay 25 co pay and get a bill for 300 ~ for lab work. My mom the same way pays about 1600 a year just payed 1800 for a ct scan that insurance only paid half on. My aunt has no job no insurance and goes to a hospital that gives free health care to people who don't have insurance. She says they fine you on your taxes for not having any insurance but the fine isn't that much and it's cheaper just to pay the fine than it is to pay for the insurance. She also gets her scrips for free because she gets them at the free healthcare hospital. This bullshite has got to stop!

If you work, you are responsible, therefore it is determined you don't need anything.
If you don't work, you are not responsible, therefore it is determined that the government must help you out to become equal to those who are priviliged to work.

There is probably some spreadsheet that shows that your income should allow you to have enough resources to get you through the crisis with limited assistance. Any person with a decent job should have at least 3 months salary saved for a rainy day. You probably also have decent insurance, unless you gambled and don't have flood coverage.
You seem to despise impoverished people based on the assumptions in your OP. However, during a state of emergency we are all burdened, but we can't all absorb the burden equally. My hope is that people get what they NEED during the recovery process, and aren't trying to simply grab everything they can get.
