We were going 80 and had a truck pull into the left lane to pass another truck. Apparently at WOT he was limited to 70mph. The truck he was passing was going 69.5

Yes, that person is wrong. Rolling road blocks are much more dangerous than someone doing 75 in a 70.

Why not drive the seed limit? Then if someone is driving less than the speed limit in the right lane you can use the left lane to accelerate to the speed limit to pass?
Fwiw that’s how the law is supposed to work. Not idiots thinking the left lane has no speed limit and everyone driving slower than them are idiots and need to be driving in the right lane with the other idiots.
