The answer is a fountain pen which can be fairly inexpensive but will be more expensive than pens you buy in multi-packs.

I picked up a pen off the floor last year in a grocery store and it said from the governor’s office of mike dewine idk where they are buying them from but it’s the best pen I’ve ever used. It’s a swivel top with the Ohio seal in it and just the right weight, writes so smooth.
