New York City might "house" migrants in the most infamous jail in the United States.

Angola is a prison, and Rikers seems even worse than Angola. Jail is worse than prison according to almost everybody who's been to both jail and prison, so I'm inclined to think that America's worst jail is even worse than America's worst prison.

Angola has issues finding people to work there. Maybe they could bring them to Angola to work on a temporary work visa.

If they work out, they become working members of society. If they hate it, they leave and go back wherever they came from.
