Being that those SPR oil storage caverns are deep underground and they are just raw crude oil, I wouldn’t think that they would be big targets.
And I doubt Russia or China has more than a couple of dozen real functional missiles that could make it here. And that’s not even factoring in the possibility of some getting shot down.

I didn't see what you are referencing but I'd be much more concerned about NK or Iran having a nuclear missile as opposed to Russia/China. The Kim family is crazy enough to use the damn things.

Im convinced that Louisiana would be by far the hardest stronghold to take in event of a war. I cannot imagine soldiers that are not from that area trying to trudge up through the wetlands they know nothing about to be met by some hard hard folks that know everything about that land.

It would be very bad for invaders.
