More than likely, this is just very low level radioactive waste, like cleaning rags,mops,the white paper suits, rubber gloves,plastic booties,plastic bags and duct tape.

Repair and re-certification of equipment at powerplants creates shite tons of this stuff,it's harmless,but because it is slightly contaminated,it is labeled as nuclear waste.

That's probably why it is not being treated as an emergency. It's really just plain old garbage.
