Noose found hanging at New Orleans business

So I read this article about an investigation about a hangman's noose at a New Orleans business, then I read this....
First off, I get why the hanging of a noose is offensive and intimidating to others that could portray that as racist. I had no idea it was against the law though. Is it against the law to hang someone in effigy or just the noose by itself? I know I've seen many cases of SJW's hanging Trump in effigy. Can we lock them up now?

I would highly bet the employee put it up in the first place (the one that quit). With shite like this it's always the victim that turns out committing it.

He works around the port of new Orleans and this noose is what made him quit cuz he 'feared for his life"? I would think that wouldn't even make that the top 20 of what he should fear down there. Also false flag.

What about a similar looking fishermans knot? Looks close to it but performance is not the same therefore it is not a noose.
