Winning bid will be for 2 billion dollars. Contractor will split 1 billion with politicians and subcontract with the other billion.

Test somehow they will fix like one road and everything else will disappear into pockets... I hope they monitor the shite out of these funds and destroy anyone trying to job the system

nah man, unstable soils and lack of funding for maintenance (expedited by prolonged total inundation during a severe flood). It's not rocket surgery.
